Are you using the Music & Artist Information plugin? It does store
copies of the artist pictures in there. How many tracks do you have?
Would the file still grow beyond the GB? I did add a change a while back
to keep the file under control. While it would still grow, it shouldn't
grow infinitely as before. But this change actually required a manual
deletion of the file to take effect.

Yes, it's safe, but it will slow down certain activities, as pre-cached
artwork might need to be re-built.
